Qualifications and Requirements for CIA Jobs in National Clandestine Service

The National Clandestine Service (NCS) is one of four organizational areas of the CIA. It serves to gather and analyze foreign intelligence and other international developments. The CIA special agents of the NCS come from varied backgrounds and have any number of life, experience, and educational backgrounds and language capacities. However, all of these professionals must meet the agency’s requirements to be eligible for CIA jobs.

Minimum requirements for CIA agent jobs with the NCS include:

  • Must be 18 years old
  • Must be a United States citizen
  • Must possess a bachelor’s degree with a minimum GPA of 3.0

Desirable qualifications for CIA agent jobs with the NCS include:

  • Fluency in a foreign language
  • A history of traveling or living abroad
  • A sensitivity to other cultures

Employment qualifications include the successful completion of:

  • Background investigation and top-secret security clearance
  • Medical and psychological evaluations
  • Polygraph examination
  • An 18-month CIA training program through the Clandestine Service Trainee (CST) Program or the Headquarters-Based Trainee Program (HBT)

Operations Officers

Operations officers are responsible for collecting human intelligence by recruiting and handling sources of foreign intelligence. As such, they must be able to develop and maintain strong relationships that ultimately result in high-value intelligence from foreign sources.

The CIA therefore seeks candidates who:

  • Have excellent physical and psychological health
  • Have lots of energy
  • Who have street sense and a good intuition
  • Can cope well with stress
  • Are prepared to spend a good deal of their career working overseas

Collection Management Officers

Collection management officers serve as the liaisons between the operations officers, the U.S. foreign policy community, and the CIA’s intelligence community analysts. As such, they are required to collect, evaluate and disseminate the gathered intelligence. They must be able to determine the needs of U.S. policymakers and communicate those needs to operations officers in the field.

These CIA professionals must understand CIA clandestine services abroad, and they must have a clear understanding of international issues and their operating environments.

Staff Operations Officers

CIA staff operations officers are headquarters-based CIA agents who are responsible for planning and supporting intelligence collection operations, as well as counterintelligence and covert action programs and activities. These experts are often required to learn a great deal about a specific foreign region or transnational target and translate “executive guidance” to CIA activities and operations overseas.

Staff operations officers must therefore:

  • Possess excellent verbal skills
  • Possess excellent written skills
  • Be able to work under pressure and under short deadlines

Specialized Skills Officer (Targeting)

Specialized skills officers (also called targeting officers) are typically assigned to a headquarters position, with some work being conducted overseas. The responsibility of specialized skills officers is to support NCS operations and develop intelligence against the highest priority threats to the U.S. national security.

Specialized skills officers must:

  • Be inquisitive and action-oriented
  • Have excellent investigative skills
  • Be able to synthetize large amounts of intelligence and develop it into a clear and concise picture

Specialized Skills Officer (Paramilitary Operations Officer)

Paramilitary Operations Officers are responsible for overseeing intelligence operations under the direction of senior U.S. policymakers. They are required to work in overseas environments, many of which are hazardous in nature.

The CIA requires paramilitary operations officers to possess:

  • Military special operations experience
  • Combat arms experience (ground, air or maritime)

The CIA deems the following highly desirable qualities of paramilitary operations officers:

  • A history of foreign travel
  • A history of combat service
  • Foreign language proficiency

Language Officers

Language officers apply their foreign language skills for translation, interpretation, and language-related support of CIA clandestine operations. These CIA agents also often provide cultural insight. Their job requires them to work alongside a number of NCS professionals to support the program’s overall mission.

CIA Qualifications and Requirements for CIA Jobs in Investigations

CIA investigations are handled through the CIA’s Office of Inspector General. This office conducts investigations within the CIA regarding law or rules violations, the mismanagement of funds, the abuse of authority, or any other activities that would endanger the health and safety within the CIA.

Special Agents/Investigators

Minimum requirements for CIA special agent jobs with the Office of Inspector General include:

  • Must be a United States citizen
  • Must possess a bachelor’s degree with a minimum GPA of 3.0
  • Must possess at least three years of investigative experience regarding complex matters

Employment qualifications for CIA special agents with the Office of Inspector General include the successful completion of:

  • Background investigation
  • Top-secret security clearance
  • Medical and psychological evaluations
  • Polygraph examination
  • Completion of the Criminal Investigator Training Program (CITP) through the Federal Law Enforcement Training Center
